Wells post office restaurant conversion plan refused over heritage concerns

A proposal to transform the former post office in Wells' Market Place into a restaurant has been met with refusal by Somerset Council.
The decision was based on concerns over the planned changes' potential impact on the character of the listed building and the Wells Conservation Area.
The planning application, which included internal and external modifications aimed at repurposing the historic site for dining use, faced objection for two primary reasons. The council highlighted issues with the proposed vertical discharge outlet and new windows at the rear of the building. According to the council, these alterations would negatively affect the character of the listed building and the surrounding conservation area, resulting in 'less than substantial' harm to the significance of these designated heritage assets.
Despite the harm being classified as 'less than substantial', the council determined that any associated public benefits would not sufficiently outweigh the adverse effects. As such, the application did not align with Policy DP3 of the Mendip District Local Plan 2006-2029 (Part 1 Strategy and Policies) and Chapter 16 of the National Planning Policy Framework (2023), leading to its refusal.
The rejected proposal aimed to bring new life to the 115m² site, which is a notable part of Wells' commercial and architectural heritage. Planned changes included removing specific internal walls, introducing new openings, and installing a new mezzanine and upper floor to enhance the dining experience. External alterations focused on adapting the building from its former use while preserving its historical essence.
The planning application was submitted by a Bradford-on-Avon planning agent. The plans suggest the involvement of 'Ravello', a restaurant known for offering Italian dining. However, the application's refusal puts a pause on these revitalisation efforts, leaving the future of this significant Wells landmark in uncertainty.
The decision underscores the challenges of balancing development and conservation, especially in areas with rich historical significance. The appeal status of the application remains unknown at this time.
